Electrical Training Center is a service provided by the Atlanta Electrical Joint Apprenticeship and Training Trust Fund, a 501(c)(3) nonprofit organization dedicated to excellence in the training of electrical industry professionals. The Atlanta Electrical Joint Apprenticeship and Training Trust Fund is a partnership between the Atlanta Electrical Contractors Association and the International Brotherhood of Electrical Workers Local 613 that began in Atlanta, Georgia, in 1945 and continues to grow at our new state-of-the-art facility located in Norcross, Georgia.

The Atlanta Electrical Joint Apprenticeship and Training Trust Fund and its Electrical Training Center are overseen by an 8 member committee made up of 4 members appointed by the Atlanta Electrical Contractors Association and 4 members appointed by the International Brotherhood of Electrical Workers Local 613. Together, these 8 committee members are known as the Joint Apprenticeship and Training Committee, or JATC.

There are very few records remaining to help us understand what motivated ten electrical workers to band together with a pledge of fraternal brotherhood in Macon, Georgia, on April 9, 1942 (the date Local 1316 received its charter). The charter was granted to members “working outside-inside, utilities, government, telephone, sound, and public address” it was amended to include “B” members on July 1, 1948.

Local 1316 came to life in a Macon energized by her rise as the largest city in central Georgia. Robins Air Force Base, Camp Wheeler, a host of cotton mills, paper mills, power plants, and other industrial factories, along with a bountiful commercial market, continued to help increase membership of local 1316 and build the brotherhood.

The leadership of Local 1316 has been constant, with only eight Business Managers holding office since 1942, a rarity throughout the International. Brother John B. Pate served from 1942-1952, Brother James T. Price served from 1953-1955, Brother Archie G. Sneed served from 1955-1961, Brother Morgan H. Bowen served from 1961-1992, Brother Johnny Mack Nickles served from 1992-2012, Brother Ralph B. Snowden served from 2012-2017, and Harry L. Murray Jr. was serving 2017-2019, Brother Todd Wright serving since 2019.

As in decades past, Local 1316 continues to play a role in the political, social, and organized labor issues in Macon and central Georgia. Today our Electrical Brotherhood has been refined, tested, and reworked by decades of training, experience, expanding technology, legal and trade standards, and safety measures. I’m sure the changes would be unrecognizable to the ten charter members of Local 1316.

The electrical training ALLIANCE (previously called NJATC) was created over 70 years ago as a joint training program between the National Electrical Contractors Association (NECA) and the International Brotherhood of Electrical Workers (IBEW) aimed at training the best electrical workers the industry has to offer.

Today, the electrical training ALLIANCE has developed into the largest apprenticeship and training program of its kind, having trained over 350,000 apprentices to journeyman status through local affiliate programs.

Over the years, we have continually trained the best apprentices in the industry without cost to the taxpayers. While in the electrical training ALLIANCE training programs, you earn while they learn by doing apprenticeships. Not only does this allow you to earn an income while in school, but it also creates new tax revenue for the economy.

Each year, participants in the electrical training ALLIANCE programs pay in excess of six hundred million dollars in taxes. This is truly a model program as it takes little to nothing from the taxpayers while training some of the most productive workers in the world who thereby pay tremendous dollars to the country.

SELCAT – Southeastern Line Constructors Apprenticeship & Training – is a local educational program affiliated with the National Joint Apprenticeship & Training Committee (NJATC) and trains a local workforce of Linemen – at no cost to taxpayers while also providing earn-while-you learn education!

SELCAT provides standardized, fully certified, and up-to-date training for workers who keep the Outside Electrical Construction Industry in the Southeast United States strong and the region powered.
